Türkiye hosts the world's climate negotiations from 9 to 20 November

COP31, the 31st UN Climate Change Conference, will be held in Antalya, Türkiye, from 9 to 20 November 2026. A leaders' summit on 11–12 November will bring together heads of state and government. The COP31 presidency is led by Türkiye's Environment, Urbanisation and Climate Change Minister Murat Kurum. Australian Prime Minister Anthony Albanese is among those scheduled to speak at the opening, reflecting an unusual hosting arrangement between Türkiye and Australia agreed at COP30.

Both Türkiye and Australia bid to host COP31. At COP30 in Belém, Brazil (November 2025), the two reached a compromise: Türkiye hosts the conference in Antalya, while Australia takes a leading role in the negotiations, with a pre-COP meeting linked to the Pacific region. Pacific island nations are among the most exposed to sea-level rise.
Türkiye's Deputy Environment Minister Burak Demiralp said the presidency's priorities, developed with parties and stakeholders, will form the backbone of the agenda. Reported priorities include:
Under the Paris Agreement, countries were due to submit updated Nationally Determined Contributions (NDCs) covering targets to 2035. COP31 will assess how far these plans fall short of limiting warming to 1.5°C.
At COP29 in Baku (2024), countries agreed a new goal of at least $300 billion a year by 2035 for developing countries, with a broader aim of mobilising $1.3 trillion. COP31 will focus on how to deliver it.
Developing nations want more funding and clearer indicators to measure progress on the Global Goal on Adaptation.
The Fund for Responding to Loss and Damage is starting to disburse money. Its size and how fast it pays out will be debated.
COP28 in Dubai called for "transitioning away from fossil fuels". COP31 takes place while oil prices are near $100 because of the Middle East conflict. That strengthens the energy-security case for renewables, but some governments are also pushing for more fossil fuel production.

COP31 in Antalya will test whether countries can move from climate pledges to delivery, especially on finance and the energy transition, during an oil shock and a series of geopolitical crises. Its results will shape climate policy for the rest of the decade.
