India Launches Anti-Dumping Probe Into Penicillin G Imports From China

India's Directorate General of Trade Remedies (DGTR), part of the Ministry of Commerce and Industry, has started an anti-dumping investigation into imports of Penicillin G from China. The investigation began on 28 September 2026.
What is Penicillin G?
Penicillin G is a key starting material for many common antibiotics, including amoxicillin and ampicillin. It is produced by fermentation, an industry in which China dominates global supply because of its large scale and low costs.
What is an anti-dumping investigation?
Dumping is when a country exports goods at prices below their normal value, often below the price in its home market, which hurts producers in the importing country. In India:
- The DGTR investigates whether dumping is happening and whether it injures domestic industry.
- If it is, the DGTR recommends an anti-dumping duty.
- The Finance Ministry decides whether to impose the duty, usually for five years.
This process follows WTO rules.
Why it matters
- Drug security: India is known as the "pharmacy of the world", but it depends heavily on China for active pharmaceutical ingredients (APIs) and key starting materials. Supply disruptions during COVID-19 exposed this risk.
- Domestic production: the government's Production Linked Incentive (PLI) scheme for bulk drugs supports Indian fermentation-based production of Penicillin G and other materials. Cheap imports can undercut these new plants.
- Costs: anti-dumping duties can protect local makers but may raise input costs for drug formulators in the short term.
What happens next
The DGTR will collect data from Indian producers, importers and Chinese exporters, hold hearings and issue findings, typically within about a year. Interested parties can submit evidence during the investigation.
