Centre Approves ₹5,000 Crore German KfW Funding Proposal for Telangana Climate-Resilient Urban Initiative

New Delhi, October 2026: The screening committee of the Department of Economic Affairs (DEA), under the Union Finance Ministry, has approved a ₹5,000 crore external assistance proposal from Germany's development bank KfW for the Telangana Climate Resilient Urban initiative.
What the approval means
In India, state projects seeking foreign loans from multilateral or bilateral lenders must be cleared by the DEA, which manages external borrowing. Screening committee approval is a key step. It allows the proposal to move forward to detailed project preparation and negotiation with the lender.
Who is KfW?
KfW is Germany's state-owned development bank. Through KfW Development Bank, it funds projects in developing and emerging economies, often focused on climate, energy, water and urban infrastructure. India and Germany cooperate on climate and sustainable urban development through the Green and Sustainable Development Partnership.
Why Telangana's cities need climate resilience
Urban areas such as Hyderabad face growing climate risks:
- Urban flooding after intense rainfall, as seen in the severe floods of October 2020
- Extreme heat and urban heat islands
- Water stress during dry periods
- Pressure on drainage and infrastructure from rapid urbanisation
Climate-resilient urban projects typically fund:
- Storm-water drainage and flood management
- Restoration of lakes and water bodies
- Green infrastructure and urban cooling
- Early-warning systems and better urban planning
Why it matters
India's cities are home to a growing share of its population and economy. Climate adaptation investments are increasingly important, and the topic will be on the agenda at COP31 in Antalya (9–20 November 2026).
What happens next
The proposal will proceed to detailed project reports, negotiations with KfW and final loan agreements. Specific components and timelines are expected to be announced as the project is finalised.
