Cabinet Clears ₹52,878 Crore Sale of 60.72% IDBI Bank Stake to Fairfax, Deepening Prem Watsa's India Bet

Cabinet nod ends a long wait
The Union Cabinet has approved the sale of a 60.72% stake in IDBI Bank to Fairfax Financial Holdings, the Canadian group led by billionaire investor Prem Watsa, for ₹52,878 crore. The clearance moves the Centre's long-pending strategic disinvestment of the lender towards the finish line and is expected to become one of the largest foreign investments ever made in an Indian bank.
Who is selling what
The stake on offer is a combined holding of the Government of India and Life Insurance Corporation of India (LIC), and it comes with transfer of management control:
| Seller | Stake being sold |
|---|---|
| Government of India | 30.48% |
| LIC | 30.24% |
| Total | 60.72% |
Together, the government and LIC held close to 95% of the bank before the sale process began. IDBI Bank was re-categorised as a private sector lender in 2019 after LIC took a controlling stake.
How the deal came together
Preparations for the sale go back to May 2021, when in-principle approval was given for strategic disinvestment. Bids were invited in October 2022, and Fairfax, Emirates NBD, Kotak Mahindra Bank and others showed interest at various stages. Earlier this year the process was paused after offers fell short of the government's reserve price, prompting a fresh look at valuation. Fairfax then submitted a revised bid, reported at ₹81 per share, up from roughly ₹75 earlier, which cleared the way for the Cabinet decision.
Fairfax's widening Indian footprint
According to Business Standard, the IDBI Bank acquisition will deepen Fairfax's presence in Indian financial services. Its existing holdings, as reported, include:
- CSB Bank: 40% (as of June 2026), held through FIH Mauritius Investments
- IIFL Capital Services: 26.8% (June 2026)
- 5paisa Capital: 24.5% and IIFL Finance: 13.6% (September 2026)
- Valueattics Re, India's first privately owned domestic reinsurer: 65% through FAL Corporation (March 2026)
- Go Digit Infoworks Services: 49% (June 30, 2026); Fairfax is the promoter of Go Digit General Insurance
- Fairchem Organics: 54.6% held by FIH Mauritius Investments, plus 2.6% by FIH Private Investments (September 2026)
What happens next
Cabinet approval is a major milestone, but completion still depends on regulatory steps, chiefly the Reserve Bank of India's clearances. Fairfax's existing 40% holding in CSB Bank is a point regulators have to account for, since it already owns a bank in India. Earlier reports suggested the government could allow time to align holdings with ownership rules.
Why it matters
- For the government: The proceeds give a significant boost to the disinvestment and asset monetisation plans for FY27.
- For IDBI Bank: The lender has staged a sharp turnaround, exiting the RBI's prompt corrective action framework in 2020-21 and reporting improved asset quality, with gross NPAs reported at 2.32% in March 2026.
- For the sector: A successful closure would show that large public sector bank privatisations can be executed, and could encourage more overseas investors as the government weighs raising the foreign investment limit in public sector banks.
Deal value and stake details are as reported by Business Standard and other media; final terms remain subject to regulatory approvals.
