YouTube is raising the entry requirements for ad and Premium revenue sharing in its Partner Program from February 2027.
YouTube is preparing one of its biggest changes to the Partner Program since 2018, introducing new eligibility requirements and additional monetization opportunities for creators.
According to YouTube's announcement dated August 10, 2026, the changes are designed around the platform's evolving creator economy and the growing importance of Shorts, Premium subscriptions and other revenue sources. YouTube says the Partner Program currently has more than 3 million creators.
For creators hoping to earn advertising and YouTube Premium revenue, the most significant change is the increase in the entry thresholds.
Beginning February 1, 2027, new YPP applicants will need:
| Content format | New requirement | Subscriber requirement |
|---|---|---|
| Long-form videos | 8,000 qualified watch hours in 365 days | 1,000 subscribers |
| YouTube Shorts | 20 million qualified views in 90 days | 1,000 subscribers |
These requirements apply specifically to accessing ads and Premium revenue sharing. YouTube describes the measurements as "qualified" watch hours and views.
For creators coming through the traditional long-form route, the watch-hour requirement effectively doubles from the previous 4,000-hour threshold. The Shorts route also doubles from 10 million to 20 million qualified views.
One of the most important points for existing creators is that the new entry thresholds do not apply retroactively.
Creators who are already members of YPP will not lose their YPP status simply because they do not meet the new 8,000-hour or 20-million-view entry requirements.
However, YouTube is introducing separate activity requirements for channels that are already in the program.
From February 1, 2027, a YPP channel can be considered active if it meets at least one of these conditions:
Channels that fall below the relevant activity levels receive a 90-day window to restore their active status under YouTube's updated rules.
Shorts monetization is also being adjusted.
Starting February 1, 2027, creators who want to receive advertising and subscription revenue from the Shorts Creator Pool will need to maintain 10 million qualified Shorts views over the previous 90 days.
Falling below this number does not remove a creator from YPP. Instead, Shorts revenue sharing can pause while the channel remains eligible for other YPP revenue streams, and it can resume when the creator reaches the required Shorts-view level again.
YouTube also says it is planning additional Shorts incentive programs, including opportunities involving YouTube Shopping, brand deals and trend-related incentives. More details are expected from the platform.
The higher thresholds do not mean every YouTube monetization feature now requires 8,000 hours or 20 million Shorts views.
YouTube says the requirements for fan funding, Creator Partnerships and YouTube Shopping remain unchanged.
Creators can still access these earlier monetization opportunities after reaching 500 subscribers plus either:
This gives smaller channels alternative ways to begin monetizing before reaching the higher advertising-revenue thresholds.
Another major part of the 2027 update is the expansion of YouTube Premium Lite to all countries where YouTube Premium is available.
YouTube says creators will participate in dedicated revenue pools for Premium and Premium Lite. According to the company, the Premium pool represents 30% of net subscription revenue, while the Premium Lite pool represents 60%, with distributions based on member watch time and views.
For creators, this means YouTube's monetization ecosystem is becoming broader than traditional advertising alone.
For people starting a YouTube channel in 2027, reaching the advertising threshold will require a significant amount of audience engagement.
The higher requirements make content consistency, audience retention and repeat viewership increasingly important.
Long-form creators may need to focus on producing videos capable of generating sustained watch time, while Shorts creators face a much larger volume requirement.
At the same time, smaller channels still have access to fan funding, shopping and other monetization options before reaching the full advertising threshold.
The practical strategy for creators is therefore not simply to chase views. Building an audience that watches regularly, interacts with content and follows multiple formats can provide more opportunities across YouTube's monetization ecosystem.
YouTube says creators should review and accept the updated monetization terms through YouTube Studio by January 31, 2027.
Creators who do not accept the relevant updated terms by the deadline can stop earning from the associated monetization features beginning February 1, although accepting the terms later can restore access.
The 2027 changes show that YouTube is moving beyond a simple model where creators primarily depend on advertising revenue.
Premium subscriptions, Shorts, shopping, brand partnerships and incentive programs are becoming increasingly important parts of the platform's monetization system.
For new creators, the higher YPP advertising thresholds mean that building a sustainable channel may require more than reaching 1,000 subscribers. Watch time, qualified views, consistent activity and audience engagement will all become important measures of channel growth.
For existing YPP members, however, the higher entry thresholds do not mean they will automatically lose their status.
