Trump Lifts Sanctions on Russian Diesel Exports, Drawing Criticism From Kyiv and Brussels

Washington / Kyiv, October 2026: President Donald Trump has announced a deal lifting US sanctions on Russian diesel exports, according to Al Jazeera. The decision was widely seen as a setback for Ukraine and has opened a rare public split between Washington and its European allies over pressure on Moscow.
Reactions
- Ukrainian President Volodymyr Zelenskyy said Russia "expressed its thanks" for the lifted diesel sanctions by bombing Zaporizhzhia. It was one of his sharpest public criticisms of the White House.
- EU foreign policy chief Kaja Kallas wrote: "This is not the time to ease pressure on Russia and Europe won't."
- Trump has also criticised Ukrainian drone strikes on Russian oil refineries.
Deadly strikes in Zaporizhzhia
In the early hours of 10 October, Russian strikes on Zaporizhzhia in southern Ukraine killed 20 people, including three children, according to Al Jazeera. Nearly 80 civilians were killed in Russian attacks across Ukraine on 8 and 9 October.
Why diesel matters
- Russia is one of the world's largest exporters of diesel and other refined fuels, and these exports are a major source of revenue for its budget.
- Western sanctions and the EU's ban on Russian refined products (since February 2023) reshaped global diesel flows, with more Russian fuel going to Turkey, Africa, Latin America and Asia.
- Diesel prices have been under pressure in 2026 because of disruption in the Strait of Hormuz and attacks on Gulf energy infrastructure.
Supporters of lifting the sanctions argue it could ease global fuel prices. Critics say it rewards Russia while it continues attacking Ukrainian cities.
Diplomatic context
The move came as US envoy Steve Witkoff hosted what he called "productive" talks with Ukrainian and European officials in the United States on ending the war "ahead of winter". No agreement was announced.
What happens next
Watch for:
- Details of the US decision and any conditions attached
- Whether the EU maintains or tightens its own restrictions
- Effects on global diesel prices, including in India, which has bought large volumes of Russian crude since 2022
