Pakistan Imposes Governor's Rule and Emergency in Khyber Pakhtunkhwa, Suspending PTI Government

Peshawar, 11 October 2026: Pakistan's federal government has imposed governor's rule in Khyber Pakhtunkhwa (KP) and declared an emergency under Article 232 of the Constitution, according to The Express Tribune. President Asif Ali Zardari declared the emergency. The Pakistan Tehreek-e-Insaf (PTI) government led by Chief Minister Sohail Afridi has been suspended, and Governor Faisal Karim Kundi now runs the province with an interim cabinet.
Where the emergency applies
The emergency covers 12 districts:
- The eight merged tribal districts (formerly FATA)
- Dera Ismail Khan, Tank, Bannu and Lakki Marwat
It applies fully in the Bannu and Dera Ismail Khan divisions, partially in Peshawar, Kohat and Malakand, and not in Hazara and Mardan. Internet disruptions caused widespread confusion, the Tribune reported.
Why it happened
The federal government has linked the move to terrorism and governance. Recent attacks in KP include:
- A suicide car bombing at an anti-smuggling check post in Darazanda, Dera Ismail Khan, which killed at least 13 people
- Explosions at a mosque inside Kohat Police Lines during Friday prayers, which killed 22 people, including 16 police officials
In late September, Federal Minister Ameer Muqam said the legal grounds for governor's rule had been met and accused the provincial government of failing on law and order. Law Minister Azam Nazeer Tarar said an emergency would be imposed if constitutional requirements were met.
PTI's response
Chief Minister Afridi had said he would not accept governor's rule or an emergency, calling it an "illegal move" according to Dawn. He argued his own security plan could restore peace within 100 days. Reports said a PTI long march lost momentum in Swabi after the emergency was imposed. PTI has called the emergency a violation of the 18th Amendment, which strengthened provincial autonomy.
History
This is the fourth time governor's rule has been imposed in the province, after 1975, 1994 and 1999.
Why it matters
KP borders Afghanistan and has faced a rise in militant violence. The move deepens the confrontation between the federal government and Imran Khan's PTI, which has governed the province for 13 years. It could affect stability and security cooperation in the wider region.
What happens next
Key questions include how long the emergency will last, whether courts will be asked to review it, and how PTI will respond politically.
